Does the SE34I.3 have a 16 ohm tap option?

Lets say down the road you decide to hook up powered subwoofer(s).  If you did not opt for the optional outputs, can it be done?

I don't think so, here is the owners manual comment:

The SE34I.3 is designed to have it’s maximum power into 8 ohm speakers. That does not rule out all 4 or 6 ohm speakers, or 12, and 16 ohm speakers. It simply means that statistically it will work best with around 8 ohms. Since the only thing that happens when you get a lot higher or lower than 8 ohms is the power output goes down, having efficient speakers may make this completely a non-issue. You can not hurt the amplifier by hooking up speakers that are more or less than 8 ohms.

Yes, you can add a powered sub to any stereo.
