How do I download the pictures from my computer to

I have a new ipad and would like to download my pictures (a) from my USB drive, also from my computer.

I would say you are in the wrong support forum. But there is an Apple-made dongle, and some third party ones as well, that allow you to plug in a USB thumb drive or an SD card to your iPad and transfer your photos to your photo gallery.
