Looks like the site is blocking IP addresses that originate from Singapore to access this page. I used a VPN to the US and I am now able to open the page.

I hope this filtering is not affecting other countries. It is inconvenient to VPN to check on the delivery schedule.

But you are right to point out that it changes slowly..Psychologically, it is reassuring to see my order progressing along the queue.
