I suspect for simplicity. Same top plate from a single manufacturer with quality control and consistent quality is likely to be cheaper, better minimum order quantity, and less complex for assembly.

I believe the bases are made by a different manufacturer and can be easily added into the assembly step after the amp is made.

I am speculating.
