Output transformer grounding

I have read that it is advisable for safety reasons to ground an output transformer's secondary ground. I have a Zen 83c that works beautifully and is not grounded in this way as far as I can tell.  Could anyone clarify this for me please. My understanding is that if the primary and secondary short, the full b+ appears on the secondary leads.

Good question. I remember reading that Steve was able to lift the ground of the secondary and realized a large improvement.

Thank you for your reply.  
I should mention that in my post, I referred to owning an 83C--I meant 84C.
I hope we will get some more input about this.  It sounds like it has performance implications as well as safety.
