I don't see how it's a Decware SE84 (obviously wrong number/type of tubes).

I don't believe Steve has a trademark on the term "Zen".  (Others used it prior to him for audio equipment.  For him I think its more of a descriptor.)

What language is that?

Language is lithuanian:) says that tubes used are 6p-15p and 6c-19.

You think that this amp is any good? I know, difficult question, but I am new to tubes and I was thinking could be an inexpensive but not so bad way to start.

I spent 5 weeks in Finland in the 70's, thought it looked faguely familiar.

Impossible to know from tubes used and physical appearance.

Here's a respectable small tube amp (a bit cheaper that the Decware SE84):
