Buying from Eastern Europe?

Russian tubes?  Lots of sellers on ebay are from Ukraine, Siberia, Lithuania. Anyone have any experience with buying tube from Eastern Europe?  The sellers have good feedback (at least the one's I have seen) are delivery times long? Boxes damaged? Held by Homeland Security for months?

I've bought tubes twice. Long enough waiting time, tow to thee weeks. But no other problems, and bargains.
